About Us
Perrineville is located 7km northeast of the capital city of Bangui, Central African Republic. It was founded by Magloire KOLISSO DEBALE in 2019. Magloire started working on Perrineville in early 2015, after President Touadera granted the project to Rooti Centrafrique.
Perrineville is the newest city under construction in the Central African Republic. She represents our collective desire to bring unity among our people. It is a vision and belief we all share; one that brings hope, inspires our imagination, and reinforces our faith in The Most High. I want to dedicate this city to my brothers and sisters that have been disenfranchised and persecuted at home and abroad. We have been through a lot together. And together, we will build a beautiful city and share it with the world.

Magloire KOLISSO DEBALE
Chairman
Magloire KOLISSO DEBALE is the Chairman of Rooti Centrafrique and International Consulting Associates. He started his professional career after graduating from the University of Orleans France with a Masters in Business Administration (MBA). He landed his first opportunity in the fashion industry as a model and entrepreneur.
His success in the industry allowed him to work with top European designers and he was a sponsor of runway events throughout Europe and Asia. His diversity and the ability to speak multiple languages allowed him to build an international network across Asia, Europe, and the United States.
The love for the people of his home country brought him back in 2006. His passion to make life better for his fellow countrymen led him to open the first public transportation system. TODA Express had an immediate impact and it brought an immediate economic stimulus to the capital city of Bangui.
He was recognized by the President of the RCA for his achievement and advancement of humanity. He was asked and accepted the role as Advisor to the President.
With his earnings, he reinvested in young entrepreneurs by providing avenues for them to showcase their talents. He did this through sporting events, runway modeling shoots, and community parades that brought the communities together.
As he traveled the country, he was moved by the lack of affordable housing and opportunities. After seeing the poor living conditions throughout his homeland, he was determined to do something that brought economic opportunities.
In 2009, he opened RotiCentrafrique to provide low-cost affordable housing for the private sector and the government programs. Utilizing the Hydraform Technology allowed RotiCentrafrique to drop the price of manufacture by as much as 60%. RotiCentrafrique was a success because it made homes affordable for the average worker. The government took notice and was asked to provide homes for the Ministry of Habitat.
The civil unrest in 2012 suspended all operations and the three year war destroyed his entire business infrastructure. His employees still remain and are awaiting his return. Since his departure from the country in 2013, Magloire has made great strides to bring his businesses back bigger and better than before.
He has formed teams in the United States, France, Japan, and the Central African Republic. These teams work together to bring resources and equipment to rebuild his war torn country. In late 2016, he forged an agreement with the RCA government to bring back his real estate and transportation businesses and start operating in the capital city of Bangui.
His businesses will focus on rebuilding the country by building sustainable opportunities that focus on infrastructure, job creation, and building strong community involvement.

Jason DeMARCO is a Partner of RotiCentrafrique and a Managing Partner of International Consulting Associates. Jason has a degree in International Business / Accounting and owns a health and life insurance company in the United States.
Robby KONGOLO
Director of Business Development
Robby KONGOLO is a Director of Business Development of RotiCentrafrique and the Perrineville Project. Robby owns and manages an agriculture company in the Central African Republic. He has a Masters of Science Ed. and Policies degree from Indiana University. He serves as the "Charge of Missions" and Senior Advisor of the Ministry of Higher Education, Scientific Research and Innovation Technology. He founded the international organization Culture of Renaissance (CURE) for the benefit of the Central African people. CURE strives to bring back human dignity, social cohesion, and prosperity by engaging in sustainable growth activities with philanthropy beyond it conventional wisdom.
Sam GARZA
Director of Marketing
Sam GARZA is a Director of Marketing of RotiCentrafrique and International Consulting Associates. Sam has a Bachelors of Science degree in Mechanical Engineer and owns a marketing and advertising company in the United States.
Derreck HERRON
Director of Operations
Derreck HERRON is the Director of Operations of RotiCentrafrique and International Consulting Associates. Derrick holds a Masters in Project Management from Liberty University and owns a construction consulting firm in the United States.
